162 cities have public transit railway systems, with 4900 miles of track covering 7000 stations. The "best" system would be measured by how well it serves the people so that they don't need a taxi or car. The top systems are:

1. London "Underground" - 254 miles of tracks, 268 stations, 976 million passengers per year.
2. New York City - 233 miles to 462 stations carrying 1.85 billion riders per year.
3. Paris Metro - 134 miles of track 380 stations. 1.365 billion passengers per year.
4. Moscow Metro - 178 miles of track. 172 stations. 3.2 billion riders annually.
5. Tokyo subway - 195 miles of track to 282 stations 2.8 billion riders per year.
6. Seoul Subway - 179.4 miles of track to 266 stations, carrying 1.6 billion riders.
7. Madrid Metro - 175 miles to 231 stations, carrying 649 million riders.
8. Mexico City - 110 miles to 175 stations for 1.4 billion riders
9. Osaka Muni - 86 mi to 101 stations, for 912 million riders
10 Shanghai Metro - 142 mi to 162 stations, 649 million riders.
11. Berlin "U-Bahn" - 94 miles to 170 stations, for 475 million riders
12. Beijing Subway - expanding to 300 miles for the 2008 Olympics, 765 million riders presently.
13. Hong Kong Mass Transit Railway - 56 miles to 150 stations carrying 916 million riders
14. Sao Paulo Metro - 187 miles of track to 55 stations 774 million riders
15. Vienna - 427 million riders to 85 stations

Most North American cities are built to favour the automobile. So most of them can be listed as having the worst public transit networks, with the exception of high-ridership cities Chicago "L" (106mi), Philadelphia SEPTA (38mi), Washington Metrorail (106mi), Boston MBTA or T (38mi), Toronto TTC (42mi), San Francisco BART (104mi), Atlanta MARTA (48mi), Vancouver SkyTrain (31mi), Montreal Metro (41 mi)
